TOT-74 fix aoi admin user can create alerts in any aoi

Daniel Silva requested to merge TOT-74-dsilva-allow-admins-to-create-alerts-always-inside-aois into main

Fixes permission by allowing the admin users to create alerts in any area of interest.

This can change later after permissions requirements being more fine grained and clarified but this MR's change unblocks other feature developments.

After talking to the client we can revisit this change if needed.
