TOT-95 fix many UI state issues

  1. Show all the alert when "Todas Areas" is selected. 1.1 Show the aoi's name for each alert when "Todas Areas" is selected 1.2 Fix approving/denying alert when the user switch aois: approve/deny the selected alert and update the view immediately 1.3 Fix approving/denying alert after the user switch alerts (click to select): approve/deny the selected alert and update the view immediately

  2. After validating an alert, it should appear on the map immediately. 2.1 After deleting an alert, the map should hide it. Then after switching to another view and coming back to map view it should persist the change.

  3. After approving/denying a user to be assigned to an AOI, show it immediately. 3.1 Allow changing a user role and show it on the user card immediately
