HER-492 "remove clogging logs from status bot"

This MR makes possible to query info data from runway. This will open space for the status-bot to just query info in order to see runway's state instead of trying to submit a job for it (current approach). For that we introduce a new request type: "info". See the Jira ticked and this MR changes for more details. Closes HER-492
