hotfix: Fix retrieval of members across all AOIs

Ghost User requested to merge hotfix/super-admin-user-management into dev

Unfortunately, a bug was found in the UserManagement component. Requests were being made to retrieve "ALL AOIs" rather than "ALL AOI Members".
