TOT-99 fix consolidated deforestation layer showing up

This MR fixes 2 things:

  1. (don't) Show consolidated deforestation when opening the app (because the default is this layer to be turned off at first).
  2. Fixes state bug in which when changing between views, (A)the layer selections(A) were being reset to the initial state (not keeping what the user has selected):
